Wilhemina Liao was a Capellan Confederation noble of the Capella Liaos.

Wilhemina was one of the Capella Liaos, granddaughter of Hurtong Liao, and daughter of Jun Liao, famous for his debauchery, which made him executed publicly for his crimes. Wilhemina studied sociology for six years in Sian University, becoming one of the foremost experts in Capellan political theory, serving a term in the House of Scions until 3147.[4]

After New Syrtis' campaign, Danai Liao-Centrella was named Duchess of Castrovia, which pointed her as the Chancellor's Daoshen Liao-Centrella's heir. After Wilhemina asked him, the Chancellor assigned her as Danai's tutor. The 4 November 3148, Wilhemina met Danai, her cousin, announcing her new title and began taughting her the duties of being a member of the Sheng nobility.[5]
