Elam Nobu was a Tamar Pact noble.
History
After the Tamar Pact liberated Pandora, on 3151, Nobu would be Baron of Pandora. By 3152, he still retained the position. However, he was a corrupt leader, and wasn't loyal to the Pact, and began a plan to secede the planet from it and return it to the Lyran Commonwealth. To manage it, he began helping Tamar officers in need in exchange for their loyalty, when not blackmailing them. On 28 April 3152, thanks to some compromising recording, he obtained the forced loyalty of Kommandant Katherine Hakima, one of Tamar highest rank officers, in one of the last parts of his plan.[1]
On 3 May, Nobu was surprised to hear about the Gray Death Legion arrival on planet, as his plan was on the final stages, and he wasn't able to bribe or buy them.
