Clan Snow Raven operated under a "two Clan system" for many years. This ensured they could fight any mass naval engagements from two Clans simultaneously with a reasonable chance of victory, and maintain a space-bound fighting force twice as large as any other Clan. It was not until 3059 and the Absorption of Clan Burrock that the Star Adders were able to challenge the Snow Raven hegemony in space. The Ravens continued to monopolize construction and maintenance, though, primarily thanks to the expansive Snow Raven Yards at Lum.[1]
They routinely contracted their services to other Clans in exchange for resources, notably the Ghost Bears and the Leviathan project,[2][3] and the contracts in the beginning stages of Operation REVIVAL with the Woves, which ended before 3058[4] and Jade Falcons, eventually falling out of practice in 3055.[5]. This willingness for cooperation largely came to an end with the fall of Huntress in 3060 and the rise in inter-Clan hostility that followed.
After the Jihad ended, Clan Snow Raven's fleet was reduced to approximately twenty WarShips, many observed in the Outworlds Alliance. In addition, watchers reported approximately half of the Clan's ground and aerospace forces were also in the Alliance, [6][7] a situation that led to friction as the Ravens took over protection of the Periphery nation.[8]
By 3085 and the founding of the Raven Alliance, the Snow Ravens maintained one of three sites in the Inner Sphere capable of building and maintaining JumpShips and WarShips at Quatre Belle.[9] The loss of so many civilian vessels in the Jihad ensured that most of any output would go towards non-military uses, though the sites would continue to expand as able. Many vessels were forced to wait over a decade for yard time, and the dearth of pilots was a serious concern. The lack of WarShip use against the Draconis Combine also fueled concerns about the Clan's Naval Forces.[10][11][12][13]
