Moran earned his Republic of the Sphere citizenship through service. Eventually, by 3132, he became Exarch Redburn's press secretary. In that post, he responded to issues including Katrina Ward's attack on the Republic citizenship system[1] and the Capellan Confederation's demands for Republic territory.[2]
