Howard Choi was a senior advisor of the Blue Dragon triad leader, Shen Chew.[1]

The triad he was involved with was at war with the Shadow Tiger Triad.
On June 3080, things escalated out of hand. There were several incidents in Yin City. On the 13th, a Shadow Tigers hit team tried to kill him while he and his family were having dinner at a local restaurant. Though Choi and his family were unhurt, three of the hit team, two of Choi's bodyguards, and five innocent civilians were killed and another dozen wounded.
His boss struck back quickly. Six hours after the attempted assassination, two Shadow Tiger owned nightclubs were firebombed. On the one of them, fifteen customers were injured when they were trampled trying to flee the flames at one club, but at the second club things took a tragic turn when at least forty people died when several fire doors were found locked.
For the next six hours saw several more battles between the triads. In the end more than a dozen triad members had died, but an additional thirty-five civilians were killed or wounded.
Mandrinn Lo, the local noble had enough. He called in two battalions of Home Guard and declared an overnight curfew from two hours after sundown to sunrise, declaring war to both triads.[1]
