What is that game ?

I noticed several quotations from this game in sarna.net and my books. The game mechanism look different from Aerotech with less details on aerospace fighters management (especialy in armament). Did that the game throw bases for the Aerotech game and so is Aerotech its descendant ? Or is it a totaly different view of aerospace warfare ?
