Following the conquest in 3142, Khan Scott declared the end of the Escorpión Imperio and the creation of the Scorpion Empire, comprising the territories of both the former Imperio and the League while bringing the Hansa's vast military industries and merchant trading networks under Scorpion control.  With Scott's victory secured, Clan Goliath Scorpion cemented itself, its influence, and reputation as an undisputed power in the Deep Periphery.<ref name=OTPHCpp13,34/> The lack of continuous flow of reliable intelligence coming from the Inner Sphere, caused by the [[Blackout]], made the Scorpions rely on targeting [[pirates]] to capture them for interrogation. In the meantime however, the main enemy of the Empire was internal. Besides the ongoing terrorist insurgency by Hansa nationalists, their warrior caste became divided into two factions. On one hand were the [[Preservers]], who wanted the Empire to revert to the old Clan ways while being cynical against those neither Trueborn or of original Goliath Scorpion heritage. On the other hand were the Imperials, reformists who encouraged flexible integration of Freeborns and those who were conquered. Whenever a Preserver led a garrison or planet, they typically oppressed the civilians and Freeborn Warriors under their command. This in turn encouraged terrorist attacks which were secretly supported by dissatisfied Hansa merchants. Barring an change in the situation via the terrorists being captured or the Preservers being replaced by Imperials, this caused a perpetual cycle of more reprisals and later more terrorist attacks. To solve these problems, Khan Scott created the post of [[ZarKhan of the Scorpion Empire|zarKhan]] as leader for all the civilians in the Empire in [[3151]]. The resulting Trials of Refusal allowed the Imperials to kill or wound many of Preservers. This cemented the power base of the Imperials and enabled the final choice of the Freeborn [[Emmy Line]], a former Hansa citizen, as the first ZarKhan.
