Planetary History
Novo Franklin is a hot, agricultural world settled in 2598 by Reunification War refugees fleeing the Outworlds Alliance. Unwilling or unable to establish a central government, Novo Franklin's settlers split off from one-another. Over the next four hundred years, all of these splinter groups had developed feudal states, as many as 55 different kingdoms. Technology, medicine, social progress, education and science have all but been forgotten, and low-level warfare was constant - mostly in the form of ritualized BattleMech combat jousts and public executions of dissident peasants - maintains the status quo.[1]
The First Succession War had relatively little effect on Novo Franklin; the original settlers from the Outworlds Alliance were drawn from numerous worlds, and had no interest in forming a central government. The collapse of the Star League had no significant impact on the world; whereas other worlds began to decline due to damage, technological decline or trade disruption, Novo Franklin declined through its own internal factionalization. The First Succession War did generate the occasional arrival of outsiders, either small groups of refugees, pirates, or other wandering souls, but their effect on Novo Franklin was minimal.[23]
In the 3060s Clan Snow Raven and the Outworlds Alliance began forging a close relationship, but the inhabitants of Novo Franklin apparently remained ignorant of the political changes within their nearest neighbor. By 3067 a number of Alliance traders were attempting to build closer connections with Novo Franklin.[24]
