Hohiro Kurita I (2??? – 3rd February 3004) was the father of Takashi and Miyamoto Kurita.

Hohiro started his reign with an immediate increase in funds for both the DCMS and the DCA in order to revive the military forces of the dragon. He did this by redirecting most of the funds from the People's Medical Services budget, prioritizing the military over the welfare of the common people. This would later lead to plagues that would kill millions.[1]

Even though Hohiro allocated more funds to the military, his method of centralizing all power crippled the response times of the military. In addition, Hohiro was a believer in a firm hand when it came to the treatment of the military. His reforms to the treatment of the troops meant that every solder was so worn down as to not care as to the overall mission, but rather just worry about their day to day misery. None of this was of benefit in holding onto worlds during Hohiro's rule.[2]

The redirection of funds from the care of the common people resulted in a certain degree of unrest among the populace. When ComStar moved in to take care of the people, Hohiro's reaction was to try and close down the ComStar Hospices. ComStar was able to keep the hospices open, refusing the orders of the Coordinator.[3]

Another unpopular edict that Hohiro attempted was the implementation of Japanese as the Draconis Combine's official language. Given the state's ethnic diversity this edict was met with such protest that Hohiro was forced to cancel the edict in 2978.[3]

The capitalists in the Combine were one source of trouble in implementing his edicts. When they voice their opposition Hohiro executed those who first voiced their opposition. This was a mistake however as it resulted in large scale protests know as the Strike of 2989. Continued police actions, and acts of nationalization were unable to reverse the effects, so after a mere four months, the Coordinator relented and gave in to the capitalists.[4]

The ISF was given a certain amount of trouble as well by Hohiro. He disliked the Davarapala Accords and attempted to repeal them. The ISF responded by burning a symbol of their power in his favorite garden. Instead of reacting with anger however, this amused him that they had the gall to do so. He responded by letting the Accords continue.[4]

He was assassinated on Luthien in 3004 by a bodyguard, who was part of the Rasalhaguian Tyr Resistance Movement, in its struggle to liberate the Rasalhague Military District from the Draconis Combine.[5]
