The capital city, Royce, was one of the few areas with some degree of stability due it falling under the control of militia units who were inspired by the ideals of the Federated Commonwealth but who were not loyal to the government of that state. The spaceport was maintained during this period, permitting space-based trade with other city-states as well as supporting offworld trade, a situation considered safer due to the presence of heavily armed pirates and bandits on overland routes.<ref name=FM:MRp18/> The site of the destroyed HPG turned into an illicit hiring hall frequented by disreputable mercenaries who often found themselves taking on work that the [[MRBC]] would refuse to sanction.
