Immediately prior to the formation of the Capellan Confederation in 2367 the region of space that contained what would become the Confederation was occupied by a number of small states such as the Duchy of Liao, Capellan Commonality and Sian Commonwealth, as well as a number of worlds that were independent of any organised state but were considered a part of this overall region, which was referred to as the Capellan Zone. These independent planets were represented by Franco Liao within the negotiations that lead to the founding of the Capellan Confederation and were referred to collectively as the "Independent Worlds of the Capellan Zone". This category is used to reflect these Independent Worlds of the Capellan Zone. [1]
