The latter can often result in swift and indiscriminate neutralization of the problem. The [[Sarna Mandate]], released around the same time as the Korvin Doctrine, argues that only those with the proper training — whether in military, scientific, or political matters — are competent enough to take a leadership role. Members of the Entitled caste are not under this restriction, nor are contracted mercenaries and active-duty military personnel (barring their military assignments). Any vessels attempting to cross the interstellar border will be subject to remote sensor scan and flight plan query, with physical inspection required as necessary. Interdiction is typically a Home Guard task, though depending on the system in question it could be front-line units or planetary militia instead; boarding parties along the border tend to be more rigorous than in the core, and include a more overt (or covert) Maskirovka presence.
