Unity Council
Initially formed in October of 3071 when the Free Rasalhague Republic Riksdag elected to be annexed by Clan Ghost Bear[1] the Unity Council now operates as the legislative body of the Rasalhague Dominion[2]. The Unity Council was initially an integration advisory board to the Ghost Bear Khans. The initial body consisted of fourteen members representing all four Estates of the Riksdag, the KungsArmé, and all three Ghost Bear castes[1]. The first council would have a heavy Clan bias with the Warrior Caste maintaining veto power and a majority of representatives[1]. This would last until the end Second Combine-Dominion War, when the Unity Council leader Jukka Heikkinen would leverage the contribution of the KungsArmé, Khan Aletha Kabrinski's weakening grip on power, and the support of saKhan Ragnar Magnusson to reorganize the council[3]. The reorganization changed the council membership to include equal numbers of civilians, trueborn warriors, and freeborn warriors; and placed the elected prince above the Khan [3].
